File format. The file format consists of a header followed by each value measure mapping block:

number_of_value_measures: number of value measures

number_of_dataPoints: (value function) number of data points used to map value measure 'x' to value 'V(x)'

value_measure_name: name of the value measure

value_measure_dataPoint: data point

value_dataPoint: data point
